Does anyone know the rank/roles for Portland police based on what they’re wearing? And if their authority changes depending on their uniform?

We have the yellow/black ones that are always on bikes, then the street ones with some wearing white shirts and others wearing the dark blue.

I’d like to know for safety. Also, I’ve looked online but can’t find any info. If I can get info I’ll write up an article and share for people.
