Are people being forced to live under the rule of a political party if they're unable to vote that party out of power?

Question: Are people being forced to live under the rule of a political party if they're unable to vote that party out of power?
The only justification for a "no" answer that I can think of is if you think that they aren't being forced because they can move away. Ignoring the fact that moving to a new country isn't something that everyone would be able to do for a variety of reasons, this is the only way that a "no" can be a valid answer, in my opinion.
