PageRank not only worked, it was documented and made sense. Before it was hijacked by SEO scammers, that's it. Then starts the long decline that ends up with Google et al selling their slop machines as if they were designed to cut through the bullshit. And they have the cheek to act all surprised and hurt when some of us refuse to be conned into using them.
