People think cement is too heavy to float… probably they are used to styrene steel.

It feels a bit weird as cement is more or less stone, but some are very lightweight. -
Yes, but people don't think to a boat as an empty shell: for the most of them it's just a bulky concrete block.
OTOH, aerated concrete¹ floats better than wood.
