I'm listening to the #AmateurRadio Virginia QSO Party on CW. I hear that both sides of at least most QSOs exchange a geographical locator in VA (county or city as far as I can tell).
Would it be rude for me to answer a CQ VQP/VAQP, since I'm not in VA and don't have a geographic location to help them unlock for the contest? What are the norms here?

Well I'm no good at this yet but I've had four successful CW VA QSO Party QSOs including answering questions when I made mistakes, like forgetting to give my state.
Of course, while sending I couldn't remember the shorthand for "YES" when responding to "CALL KZ4LY?" so I spelled out "YES" instead of remembering the spanish pun "C"
(or, less fun, short for "Correct")
