Roughly translated from Boricua-Spanish that means: "Asking 'do you want..' is not wanting to give."
It's something that my mom used to tell me, when there were other children, or visitors, and mom wanted me to hand out candy, or cookies, or food. We weren't poor, but we weren't rich either. But if someone came to the house they would eat.
My mom probably wouldn't understand it as such. But her willingness to give led me to become a (flawed) socialist.
