@dillyd depends on the tools you have. But basically I'd first square up the hole with a chisel (or oscillating multi-tool if you have one). Do a careful measurement, then cut a piece of oak or other hardwood scrap though might have, to fit the precise size.
Then use some ordinary white wood glue on both surfaces, and a piece of tape to hold it precisely level with the surface and let it dry 24hrs before anyone steps on it.
Sand any protruding edges and stain/varnish to match and seal.

@dillyd there's an easier you-didnt-hear-it-from-me method and that's to use light-weight auto body filler ("Bondo") and fill the hole, then paint with acrylic artist paint to fake a colour match, and varnish.

Here is one of the ways to make a better base: the borders of the hole are too small to rely just on them.
Remember to dust the lower face of the floor, so the glue works better (you can use a bent toothbrush).
Try the patch below until it fits well (it must be 20 or more mm larger than the hole, to have enough gripping surface).
Then add the glue (generously) and let it dry 24 hrs.
When the base is solid, you can make whatever you want over it.
